MEET PHILLIP 

Early Life and Education

Councilman Phillip Baker was born in Louisville and raised in the humble community of Winchester, Kentucky. He came into this world surrounded by a legacy of community service and activism. His grandfather, Reverend Henry Edward Baker, was a revered civil rights activist, pastor, city commissioner, and Vice-Mayor in Winchester. The Henry E. Baker Intermediate School in Winchester stands as a testament to his family's commitment to public service.

Phillip Baker's academic journey continued at Central High School in Louisville, where he distinguished himself both academically and athletically. He excelled in wrestling and football, earning second place in the Commonwealth in his wrestling weight class. After graduating in 2003, Baker pursued higher education at Tennessee State University in Nashville, where he earned a Bachelor of Science in Communications in 2007. His education laid the foundation for his multifaceted career in public service.

Diverse Work Experience

Councilman Baker's professional journey is marked by a deep commitment to improving the lives of those he serves. His career encompasses various roles, reflecting his dedication to community outreach and engagement.

Baker currently serves as a Family Resource & Youth Center Coordinator at Jefferson County Public Schools (JCPS), where he plays a pivotal role in breaking down barriers that hinder the educational progress of Jefferson County families. In this capacity, he acts as a bridge between home, school, and community service agencies, working tirelessly to eliminate obstacles for children and connect families with vital resources.

In addition to his role at JCPS, Baker is a Multiple Line Agent with State Farm Insurance, where he has been instrumental in managing office operations and facilitating marketing plans to enhance agency revenue. His ability to identify customer needs and provide support has made him an invaluable asset to the community.

Dedication to Public Service

Phillip Baker's commitment to public service extends beyond his professional roles. From 2010 to 2013, he served as a Community Liaison for Sixth District Louisville Metro Councilman David James, where he assisted community organizations in obtaining 501C3 status and provided vital government resources to constituents. This role exemplified his dedication to building bridges between local government and the residents of the Sixth District.

Furthermore, Councilman Baker's community involvement extends to various boards and organizations in Louisville Metro. He serves on the Kentucky Derby Festival Board, contributing to one of the city's most cherished traditions. As a former board member of the ACLU of Kentucky and the Greater Louisville Association of Democrats, he has demonstrated a commitment to civil liberties and democratic values.

Councilman Baker is a proud member of Phi Beta Sigma Incorporated (Epsilon Beta Sigma), a fraternity dedicated to service, brotherhood, and community upliftment. His involvement in this esteemed organization reflects his commitment to fostering positive change and social progress.

A Family Man and Coach

Councilman Phillip Baker is not only a dedicated public servant but also a devoted family man. He resides in the historic Old Louisville neighborhood with his wife of 14 years, Tiffiny, who is a teacher at Mill Creek Elementary School, and their three sons: Phillip Jr., Preston, and Peyton. His involvement in coaching a local football team and active participation in his church, Christ Way Missionary Baptist Church, reflect his deep-rooted values and commitment to community engagement.

In every aspect of his life, Councilman Phillip Baker exemplifies a commitment to community, progress, and service. He draws inspiration from his family's legacy of activism and applies his diverse experiences to create positive change in the lives of those he serves. As the representative of the Sixth District on the Louisville Metro Council, Phillip Baker continues to be a tireless advocate for his constituents, working tirelessly to enhance the well-being of all residents in his district and beyond.
